    Wrong socrates you said they don't need to follow any laws or rules !! i didn't use the phrase consumer credit act ??? Utility companies have to follow the consumer rights act . We consume water it’s obvious , water companies cant do what they like same as any other company .  This is why welsh water and any other companies are being heavily fined at the moment . The public /customer have to be protected . Hope this clears things up .

    Clear as mud, to be honest, but as the OP has not been back since January I presume they have taken what they needed from the answers given.
