I have this Modern $1000 Laptop, but why Gaming on it Sucks?

Hi is changing the Power Plan settings in Windows 11 from Balanced to Performance the same thing?

Doesn't the laptop automatically adjusts the TDP depending on the internal temperature of the laptop and whether its plugged in or not?

Or do I need to download that utility to get the max power watts from my laptop and without it less watts power means bottleneck for performance?
