    It's self explanatory because it's not asking for 'driver' details is it? Perfectly safe for the keeper (the person named on the PCN) to appeal.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Hi folks just wanted to say thanks to this thread (I luckily stumbled across) after I was fined for not paying the airport drop off charge at Gatwick, I read through the newbies info and followed all the advise on here with regards to appealing to MET and it worked! I got the "on this occasion we have cancelled the charge" email. 
    Thank you to all the people on here

    Complain to the BPA that their member is issuing PCNs quoting PoFA when the location is land under statutory control.

It is created for APCOA's own profit (as opposed to a byelaws penalty that goes to the public purse) and APCOA has relied on contract law allegations of breach against the driver only.

    The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NTK can only hold the driver liable. APCOA have no hope at POPLA, so you are urged to save us both a complete waste of time and cancel the PCN.

  • I can happily confirm that my Heathrow drop off penalty charge (September 2024) was waived after I sent a challenge using the exact wording from Troublemaker22 at the top of this thread - thank you !
