    Yes like we advised already - this is very easy - but you won't get a 'penalty'.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • As registered keeper, I received a PCN from Euro Car Parks for using the Drop Off Zone at the front of the Hilton hotel, Gatwick, without paying the fee. 

    I appealed the PCN on the grounds that, as the site is within the curtilage of the airport, it is not relevant land under POFA and keeper liability doesn't apply. The appeal was rejected by ECP with what appears to be a template response outlining how this is private land, it's the driver's responsibility to check for signage etc etc, but totally ignoring the POFA point.

    I now want to take this appeal to POPLA but was wondering if there is anything more which really needs to be said in that appeal, over and above the lack of application of POFA on the site?

    It may be "private land" but it is still under statutory control which means that PoFA does not apply. Tell them to put that in their pipe and smoke it.

  • Morning everyone.

    I have received a PCN from Heathrow as I dropped off my parents last week and forgot to pay. I am just about to appeal using the text on the first page of this thread, however I have got to page 3, the "Contact" page and it is asking me to enter my name, postcode, email address and mobile number in order to proceed... I am assuming I enter my own details here?

    I have seen posts warning against identifying the driver but I assume that this refers to the actual appeal text.
