Section 5.2 "The grace period does not apply to short stay areas – controlled land where the parking of a vehicle is permissible for a limited period not greater than 30 minutes, for example at airport and railway station drop off and pick up zones."1

Had a drop off PCN though the door from Heathrow, having had a delayed late night flight and a busy weekend I simply forgot to pay it.
I've never had a parking charge before so unsure what to expect, and just want to check the template on the first page is still relevant and up to date?
The wording of my fine states this: "As we do not know the name of the driver or their current serviceable address, we request that you wither pay the full amount or make and appeal, you cannot do both. If you were not the driver of the vehicle please provide us with the name of the driver and their current serviceable address."
I just wanted to check that this is the same usual wording that everyone recieves for the fine and there's no legal obligation to provide the drivers details.

Yes it's all normal follow appeal advice don't go admitting being the driver.

I am the registered keeper. APCOA cannot hold a registered keeper liable for any alleged contravention on land that is under statutory control. As a matter of fact and law, APCOA will be well aware that they cannot use the PoFA provisions because Heathrow Airport is not 'relevant land'.
If Heathrow Airport wanted to hold owners or keepers liable under Airport Bylaws, that would be within the landowner's gift and another matter entirely. However, not only is that not pleaded, it is also not legally possible because APCOA is not the Airport owner and your 'parking charge' is not and never attempts to be a penalty. It is created for APCOA's own profit (as opposed to a bylaws penalty that goes to the public purse) and APCOA has relied on contract law allegations of breach against the driver only.
The registered keeper cannot be presumed or inferred to have been the driver, nor pursued under some twisted interpretation of the law of agency. Your NTK can only hold the driver liable. APCOA have no hope at POPLA, so you are urged to save us both a complete waste of time and cancel the PCN.

In mid November I received a postal PCN from APCOA concerning a Heathrow T5 drop off charge which the driver had forgotten to pay.
I appealed as the Registered Keeper on the grounds advised in this thread and the expected cancellation came through today.“Thank you for your letter received on 16 November 2024 regarding the above Parking Charge Notice (PCN).In your appeal you have explained that you are the registered keeper of the vehicle and declined the invitation to provide uswith the full name and address of the driver.On this occasion we are prepared to exercise our discretion and have now cancelled this Parking Charge but must informyou that the terms and conditions in this location advise the driver that they must pay for each visit to the site. Signage isdisplayed at the approach to this drop off area, along the location and upon exit, advising all motorists that a payment to usethe drop off area is required to be made online or by phone. As stated above, the terms and conditions of using the drop-offzones are displayed by way of clear signage. It is the responsibility of the motorist to read and comply with the signage onsite.Please retain this letter as proof of cancellation, should you need it in the future.Yours sincerely,APCOA Customer Support Centre, APCOA Parking (UK) Ltd acting on behalf of Heathrow Airport Limited”
