    I wouldn't take the advice from anyone, let alone a new poster, that suggests someone should give away the driver's details or using mitigation in a PoPLA appeal. The advice given in that post is as bad as the advice given by MSE Towers that the regulars have begged for years to be deleted because it will cost people money if they follow it.


    Anyway, the post by regular Grizebeck that you need is this one, and then enter the precise words they have written in your PoPLA appeal.

    You could add that Councils are not permitted to operate in council owned car parks as if they were privately owned, assuming it really is a council owned one.

    The important thing to note is that Smart don't do court, although that doesn't mean they won't in the future. However, if they do start, it is unlikely to be for a one off parking charge notice. 
    What I am saying is that I believe it would be safe to ignore Smart even if you lost at PoPLA.
