I went to Asda and spoke to the store manager who told me she had nothing to do with the car park and could not possibly cancel the PCN. She then saw that I had appealed to POPLA and said that she couldn't possibly do anything now as I had appealed.
That is nonsense the manager lied to you, you need to hammer home that they are jointly and severally liable for the actions of their agents , keep on hammering them keep on complaining keep on hammering the point that they are responsible for the actions of their agents, and you may bill them for your time on this at £19/hour or part thereofKeep a record of how much time you are spending on this, if it/when it does get cancelled then charge them

This whole thing has been such a dark cloud hanging over me and I am grateful for people like yourself, Coupon-Mad and Kim_13 for helping me stay sane.1 -
Good evening--I thought I would update you on what's happened. I wrote to my MP and received a signed letter earlier this week saying that he has written to the CEOs of Asda and ParkingEye and is awaiting a response.I contacted my local paper and the editor said he would get a reporter to contact me.And finally, there had been a communication from POPLA saying that it would be 2-4 weeks for a decision on my response to the rejection of my initial appeal.Well, I've just had an email this evening with the following (bold for highlighting purposes):
Dear Car Teach,
The operator has contacted us and told us that they have withdrawn your appeal.
If you have already paid your parking charge, this is the reason your appeal will have been withdrawn. Unfortunately, you cannot pay your parking charge and appeal, which means that POPLA’s involvement in your appeal has ended. You will not be able to request a refund of the amount paid in order to resubmit your appeal to us.
If you have not paid your parking charge, the operator has reviewed your appeal and chosen to cancel the parking charge. As the operator has withdrawn your appeal, POPLA’s involvement has now ended and you do not need to take any further action.
