But you haven't asked pepipoo yet and phone calls are never an appropriate way to dispute a penalty.

You can't phone up to talk about a penalty. There is a statutory process and pepipoo are the experts.

I have no experience of these notices but I am an environmental consultant with some experience of noise monitoring.  I would request data readings from the equipment used and also calibration records.  Either of these may be sufficient to help you decide whether it is worth appealing.
