I paid and parked in a Park and Control car park at King Street in Halifax.I paid with cash into the machine for 4 hours parking. The machine indicated it had accepted my charge but then said it didnt give a ticket out which made me worry,The machine screen went off before I could take its Photo.I carried on my day and made sure I returned 15 min before I expired my 4 hours.
Low and behold I have just received at PCN which states I did NOT pay? I responded to the PCN
by return and said I did pay and your system indicated as such.When i read the reviews about this car park it appears that anyone who pays in cash has no evidence of paying.The people who do use their credit card or phone to pay have a way of retaining their car park paper trail .The reviews are that when you pay in cash Park and Control send you a PCN knowing you have no evidence to support your parking purchase although they must have a record of your payment.Its really an
extortion method of theirs to try and intimidate you into paying their charge also with a supporting letter that mentions debt collectors can arrive?
What is the best plan next as I will be refusing to pay.

Who operates the car park, a council or an unregulated private parking company?
What's a PNC? Did you mean a PCN?
What did you put in the appeal (did you reveal the driver's identity)?
Plan A is always a complaint to the landowner and your MP, and it is never too late to do so.

The car park is operated by Park and Control Its a private car park and not under Council Control
PO Box 128, Uxbridge,UB8 9GU.
I tried yesterday to find out who owns the land but it doesnt have a post code or land registery number its a well used park near the Centre. I will send a letter to the Local MP for the area.0 -

Is that the full name of the PPC, or have you left part of it out? There is more than one company with a similar name.
As I said in my previous post, you need to complain to your MP, not the MP where the alleged event occurred, although you can ask your MP to contact the MP where the alleged event occurred.

If a private parking company wants to hold the registered keeper liable then they need to comply with the protection of freedoms act, and quite a few ppcs don't bother with this.
If they don't comply with pofa, then they can ask the registered keeper who was driving, if the RK says can't remember/don't know, then the ppc is stuck, if the RK names the driver then the ppc can go after that named personFrom the Plain Language Commission:
