I have a Moto G32 on the latest software T2SNS33.73-22-3-2

    The hotspot works.

I would check you are on the latest software. If you are then let me know what else you've done to try and solve the problem and I'll try to help.
I'm on the same software as when the hotspot last worked (had it new less than a month ago). I've turned it off and on again, including restarts. I've also posted the problem on an internet forum (this one) 🤗
I've jumped from Android 7 to 12 and I'm completely stumped as to why there is no file folder. If it's hidden somewhere, it doesn't come up on the 'search apps' box. Only my pics and videos are accessible (via Google Images).

The Files app is nothing to do with a hotspot  though.
I do realize that. Isn't it obvious I only mentioned that because you had the same model? Are you saying you didn't have this problem because the only way I can bring it up is to download something then tap 'open file' like this. And oh look, Android 12 is incapable of opening it. Maybe I should revert to Android 7...

RE "no file folder"? Do you mean that you can't find a Files app? Just download 'Files by Google' from the Play Store.
Sure I can download a 3rd party app but why should I have to? To be able to easily retrieve a file you have downloaded has been a pretty basic computer requirement for decades.
You don't have to do anything, I only suggested a solution to your problem. If you have issues with Motorola's implementation of Android OS then take it up with them.

Does the phone work as a hot spot using your home WiFi at all, just trying to narrow things down.

    I don't have home WiFi.

Mine says differently. Have you rooted it to Android 13 or something?
It will get updated eventually, but I want to find out why it stopped working first.

I guess it only downloads on WiFi, bit of a catch 22 for you, but you may be able to do it on mobile data, it should be in settings somewhere, your screenshot looks kike you are on wifi then

Looks like you didn't see my last sentence, because I added it on a late edit.  I returned the SIM (note X in SIM card icon) to the old phone and I'm using that hotspot, but it seems Android wi-fi can recognize that the root source is still mobile data, so the updater is observing its default 'not mobile data' setting.

I still don't see what opening files has to do with a hotspot?

That shows there is an update waiting to install but you tapped to delay installation.  If you tap Check for Updates you'll be able to install from there.

I think you've several updates to install so will need to do these one at a time.
