    It costs about £7 to get a copy of your neighbour's lease, which would indicate what they are allowed to do, from the Land Registry. I think you have to submit a form and may receive the document by post.

    Thanks everyone.

    A separate private individual owns the freehold and a block management company manages it.

    I agree that a roof terrace will be tricky to get agreement on. I like the idea of window plants though!

    It doesn't hurt to ask both the freeholder and the individual doing the extension - You might need to offer to cover some of the costs, but if approved, would be a selling point when you come to move.
