Definitely worth putting in a speculative keeper appeal about 3 weeks (25 or 26 days) after the date of the windscreen ticket as described at point 2 of the Newbies thread https://forums.moneysavingexpert.com/discussion/4816822/newbies-private-parking-ticket-old-or-new-read-these-faqs-first-thankyou/p1

It's important not to identify the driver.  Apart from that it doesn't matter what this initial appeal says.  Maybe something like:

I appeal as keeper.  I am not obliged to identify the driver and I decline to do so.  Your windscreen ticket does not conform to the statutory requirements for a notice to driver.  Please cancel it.

If that's what the PCN says to use for appeal, yes.  The reason why you wait till day 25 is explained in the NEWBIES thread.

  • Thank all I have appealed today
  • Hi all I sent "I appeal as keeper. I am not obliged to identify the driver and I decline to do so. Your windscreen ticket does not conform to the statutory requirements for a notice to driver. Please cancel it." I got this response back to email? what do I say back? Thanks in advanced
  • I have stated clearly the grounds of my appeal but in case you missed them, here they are again:

"I appeal as keeper. I am not obliged to identify the driver and I decline to do so. Your windscreen ticket does not conform to the statutory requirements for a notice to driver. Please cancel it."

Please now cancel the charge or issue a POPLA code so POPLA can order you to cancel it.

Well they certainly don't meet any of the BPA signage requirements, they just make it up as they go along:

Send a complaint, with copies of all the correspondence you've received about not appealing on their terms, to the BPA, via the complaints portal of their website.

    Or just reply and say:

As well as my previous appeal point, I will play your little game and add that the driver informs me that your signs are inadequate.  Happy now?  POPLA code now please.
