It's important not to identify the driver. Apart from that it doesn't matter what this initial appeal says. Maybe something like:
I appeal as keeper. I am not obliged to identify the driver and I decline to do so. Your windscreen ticket does not conform to the statutory requirements for a notice to driver. Please cancel it.

Hi all I sent "I appeal as keeper. I am not obliged to identify the driver and I decline to do so. Your windscreen ticket does not conform to the statutory requirements for a notice to driver. Please cancel it." I got this response back to email? what do I say back? Thanks in advanced

I have stated clearly the grounds of my appeal but in case you missed them, here they are again:
"I appeal as keeper. I am not obliged to identify the driver and I decline to do so. Your windscreen ticket does not conform to the statutory requirements for a notice to driver. Please cancel it."
Please now cancel the charge or issue a POPLA code so POPLA can order you to cancel it.

Well they certainly don't meet any of the BPA signage requirements, they just make it up as they go along:2

Send a complaint, with copies of all the correspondence you've received about not appealing on their terms, to the BPA, via the complaints portal of their website.Please note, we are not a legal advice forum.
