What to do with our roof?

In Reading area, we live in a small end of terrace house built in the 70's.
Our roof is concrete shingles.
We have a bunch of problems and was wondering if we are not better off just removing the old roof and get a new roof?
Tried calling a couple of roofers, both failed to show up to our meeting, of course...
So, here are the issues with the roof:
1) Those felt(?) sheets under the shingles have pretty much crumbled away. Some of them fallen totally and I can see the underside of the roof tiles when I am in the loft
2) From the outside, our roof is almost completely covered in moss. Large moss clumps are always messing up our patio, we can't dry our clothes outside because of black dots, they even get on our car
3) Summer is really hot in our house and we'd like a roof window installed. I would also like some natural light in there. So, a window sounds best
4) There's an asbestos flue pipe which is not needed (we no longer have a fire place). The pipe is exhausting at a hole in the roof and when the pipe will be removed (we need more room to put stuff!), the hole will remain and needs to be covered somehow
5) There are all sorts of cables, antennae, satellite dishes up there that we would like removed, if someone is up there anyway
6) The timber that holds everything looks in great condition but I was told I should invest in wind bracing
So, is it worth tackling each issue by itself or just have a brand new roof?
How much roughly might something like this cost?
Our roof is pretty simple: Two sides at about 90degrees, each side 12 square meters, total 24 square meters of tiles.
I would say pretty easy to reach, both with a boom and scaffolding.

well, surprisingly - no!
All this heavy rain and wind... I think we have a bit of condensation but I was watching it for any drops, put paper to get it marked if something drops on it.
I am grateful that it is somehow still water-tight.
Must be the moss holding it together!1 -
What thickness of insulation have you got at ceiling joist level?0

We've recently had that addressed when we decked the loft. I know the builder added battens to make room for extra thick insulation, I'd say about 30cm?

OK but I am looking to have work done.
For example, if the moss work costs about 1000 and fitting a window costs 2000, that's not too far from 5000, which is a number I see when I search "roof retiling"... And it will be a brand new roof with new felts, etc.

Don't waste a grand on moss removal and 2 on a velux.0

Every time I come across a big piece of polystyrene foam (white), I cut it to the size and fix between the rafters, leaving some gaps between the pieces and between the foam and the felt. This makes the loft less hot in summer and less dark when I switch the light on.That said, with 30 cm of insulation, there's nothing wrong with the loft being hot.

I think the main thing that is concerning me is the shingles are old, some of them fallen at the end, they are covered in moss and the felt is gone.
I might not have a visible leak but I don't want to get there and ruin my decking, the stuff that I store and god forbid any of the decoration we've just completed in our house.
The moss, flue pipe hole and felt HAVE to be done. The question is, if it's only like 1-2k more to have a brand new roof, isn't that a worthwhile investment?0
