    I am not on an economy 7 meter, i am really confused as to what I should be doing right now.

    The first thing you can do I’d suggest is to start using the immersion heater as though you WERE on E7 - so switch it on before you go to bed, and switch it off as soon as you get up. The second thing is to be sure that people are running hot water unnecessarily - for hand washing etc when in fact chances are the hot won’t even have reached the tap by the time they’ve turned it off again. Does that tank supply water for showers as well as other hot water, or do you have an electric shower?

    But how would it matter when i switched it on, we do not have a smart meter (Live in a flat and Octopus won't install one), so if i use 15 kwh during the day or night what difference would it make?

    Because I am in a flat, and the meter is i the hallway outside the flat and as such octopus won't install one, i am on the waiting list though

    That is not normally a reason in itself.  There are blocks of flats with smart meters even in the basement.  (We've seen photos on here of meter rooms in blocks of flats with a mix of smart and non-smart, so it's not just new builds.)

    Back on page 4 of this thread, @Scot_39 calculated that it would only take 6kWh to reheat your water tank from cold. By switching the heaters off for most of the day you will be able to see if your electricity use decreases.
    If you want hot water in the morning, you'll need to heat the tank before you wake up. As you don't have a timer yet, the only way to do that is to switch the heater on before going to bed.
    Of course if you don't want hot water in the morning, you could leave it off all night and only switch it on for a couple of hours in the daytime.

    Do what you've been already been advised to do, notably the Meter Sanity Test and telling us whether you have an instantaneous electric shower.
