This is based on what we presume is you have an electric boiler supplying radiators perhaps you can send some pics?

@inigma Before we get distracted into the Smart or not lets see if we can identify what heating etc you've actually got. Those photo's will be very useful as will those actual meter readings and tariff details.
Then I think it's down to you and some detective work - read those meters at least at the same time every day.
With a little one your bills are never going to be average but with some knowledge you may be able to prune them a little.Never pay on an estimated bill. Always read and understand your bill0 -
In the short term, put a daily reminder on your mobile phone or Alexa device etc to switch off the water at night and switch it on in the morning.0

Yup, it's just a hot tank, NOT a boiler. The switches are in the correct position (assuming they're labelled correctly) if the bottom heater is on an E7 overnight supply.But the BIG question remains unanswered - what do you use for room heating?1
