Ebay will not remove a negative left by a buyer just because a seller has gone through the NPB process.
However, it is important that the NPB process be gone through as at least the seller will get their FVFs back and a strike put on the buyers account.

HI. took me a while to find it, I knew I had read it somewhere:
Quote:
The feedback rating may be withdrawn if the feedback recipient initiated a dispute resolution process and the member who left the feedback did not respond to the request for mediation or if the dispute resolution service confirms that both members agreed to have the feedback rating withdrawn.
Website address:
http://pages.ebay.co.uk/help/policies/feedback-abuse-withdrawal.html
its in the additional information / mutual feedback withdrawl / 2nd bullet point.
So if someone leaves you a neg as the result of a npb dispute to which they dont respond you can get it removed.0 -
The problem is dispute mediation is not the same as the non paying bidder process. Also both sets of feedback will be removed if the mediation process is adhered to, so the seller can't even leave the buyer a well deserved neg.
Mediation is also a paid for process, so the seller would need to consider whether he wants to pay for the privelege of trying to have the neg removed. One neg will not harm an otherwise good seller.
