I’m currently helping my step son deal with the loss of his father, who passed this morning. Is there any way of getting dads iPhone unlocked so can access his contacts, work details etc.

It'll need to be reset.

He'll need access to a backup (if his father backed up the phone), which probably isn't any more likely than knowing his passcode.1 -
If you can't get into the iPhone the only route is Apple
I had this problem with my brother in-laws, I phoned Apple through Apple support online. luckily I had a rough idea of his Apple ID but what complicated matters my brother in law had a new credit card and had not registered it with Apple, his old card that was registered had been destroyed so we didn't know the number.
Go on line and contact Apple support and you could be lucky1 -
Unless the iPhone owner set up a digital heir or legacy contact then the only way would give access to the phone but wipe data.
You'd need to speak to Apple.
I am sorry for your loss2 -
to be fair I think if I died I would not like anybody to be able to access my phone
for anybody who wants to be able someone to access their phone on here probably a good way of doing it is to leave the PIN or password in their will6 -
Apple will unlock the device, but without prior consent or a court order it will involve wiping the data as part of the process.
