I’m currently helping my step son deal with the loss of his father, who passed this morning.  Is there any way of getting dads iPhone unlocked so can access his contacts, work details etc.

    It'll need to be reset.

He'll need access to a backup (if his father backed up the phone), which probably isn't any more likely than knowing his passcode.

If you can't get into the iPhone the only route is Apple

I had this problem with my brother in-laws, I phoned Apple through Apple support online.  luckily I had a rough idea of his Apple ID but what complicated matters my brother in law had a new credit card and had not registered it with Apple, his old card that was registered had been destroyed so we didn't know the number.

Go on line and contact Apple support and you could be lucky

Unless the iPhone owner set up a digital heir or legacy contact then the only way would give access to the phone but wipe data.

You'd need to speak to Apple.

I am sorry for your loss

Thanks for that ... I knew Facebook offered legacy contacts but not Apple.

Apple will unlock the device, but without prior consent or a court order it will involve wiping the data as part of the process.

How to request access to a deceased family member’s Apple account
