So adding the Signature to the document then locks it from further editing but the Signature does not display and when printing also does not dimply but the document seems to be Digitally Signed due to the signature locking the document?

I found a way around it.
When you Export or Save As PDF the online N180 form and complete it you can type in your name to the signature box on page 7 but this does not 'lock' the PDF unless you select the PDF 'Signature' option to 'Sign'. however the electronic Signature option does not show the signature for some reason so my solution was to first type in my name as a signature and then use the Signature option to add a signature to the box so that at least my name as signature is displayed.

This has been reported before, but not for this specific motorist.

You should contact the journo' yourself, and point out to your MP that the news-media is on to this scam, so ask what she/he is doing about your specific case, other cases at Bristol airport, other cases at other airports, and when the mandatory code of practice will be introduced that will stop these PCNs for stopping where byelaws apply.

An appointment where both parties join a conference call with an appointed mediator, the mediator will try to get both sides to settle, to avoid the court hearing stage , the advice for defendants is generally not to agree to any settlement, other than drop hands and both sides withdraw and walk away ( rarely is that going to happen. )

Attendings mediation is now a compulsory stage for recent claims that started in june 2024 or later, the changes date was late May
