£250 new and decent specs? No chance. Realistically you need to double it.
Either consider refurbs or lower the specs (I'd always go with the former, I'm convinced some of the refurbs I've had in the past are new - returned due to change of mind - type deals.
The below looks like a good deal. Alternatively, you can pick up some bargains on fb marketplace if you're lucky.
I would however give up on the idea of getting a brand new one though if you're ruling out Chromebooks. Don't turn your nose up at refurbished. I use a Thinkpad T480 for work - had it for about five years; it lives in my backpack - and it's still highly capable of doing all the things you listed as requirements. The first result on eBay I got just now after searching for "Thinkpad T480" was one from a business seller (so you have consumer rights) with 8GB, 256GB SSD and Windows 11 for £225. And a one year warranty. Plus an extra 15% off if you order today.
Thinkpads and similar business machines are widely available refurbished, in general much better built than consumer laptops, and it's much easier to find and fit spare parts if they do go wrong. A T470/480/490 is a decent balance of performance and size, and if I hadn't been prepared to spend (a lot) more for something smaller and lighter but still powerful I would have bought a refurbished one myself for personal use earlier this year.

I have the i3 version of this and it's very snappy but another £50. You may be fine with this version if you are a light user, Screen and battery life are good.0
