Wow! Over three months to answer that question.tangofingers said:
My partner receives the letters, addressed to him. He passes them on to me.Le_Kirk said:
Confused! Why have YOU received this letter if the Registered Keeper is someone else, in his case, your partner?tangofingers said:TNC Collections (acting on behalf of NPE Ltd) have sent an ‘Important Notice of Intended Action’ saying they want £170 settlement within 7 days (its lapsed now, I’ve been away) otherwise they intend to advise NPE to instigate immediate legal proceedings against me (registered keeper is actually my partner).
Is this an LBC? Do I ignore this one? TIA!
@tangofingers, when you your partner gets closer to any court action timing will become more important.2 -
I gave birth in April! And have a 17 month old; caring for both babies while my partner works abroad has been my priorityKeithP said:

Threats of impending court action or recommendations of pending court action are not Letters of Claim (LoC). Especially is they do not give you 30 days to respond (pay). They must also include a bunch of forms (which you DO NOT fill in). Only NPE or their bottom-dwelling solicitor can issue a claim or an LoC. Third party, useless debt collectors cannot issue an LoC or issue a claim. Hence the reason everyone here is advised to simply ignore anything from a debt collector.4

I just have, but I was just intending to check with you all whether my letter was an LBC ‘or similar’ as advised by another in this thread previously. I’ve never had one so wouldn’t know.Coupon-mad said:You are still at the stage covered in post 4 of the NEWBIES PLEASE READ THESE FAQS FIRST thread.1 -
On Wednesday you told us about a ‘FINAL NOTICE BEFORE FORMAL LEGAL PROCEEDINGS’ letter you had received.tangofingers said:

You told us...
...thus indicating that you have not yet been sent a Letter Before Claim.tangofingers said:At the bottom of the letter, it says should they fail to hear from me they will assume I am choosing to contend the charge at local CC and their client (NPE Ltd) will proceed to issue their Letter Before Claim.2 -

However this week we (partner) has gotten the LBC, from NPE Ltd. There aren’t any other forms to get me to respond- apart from payment are they trying to get me to follow this protocol?
I was told at some point to come back here once I have an LBC, please please go easy on me, I appreciate the knowledge and assistance being shared here but with a toddler and a newborn I don’t have the time or the brain cells for deep diving- sorry! 😬

No need to deep dive.

The first few paragraphs of the second post in the NEWBIES thread explain exactly how to react upon receipt of a Letter of Claim.2 -
I think @Grizebeck has said on NPE threads that you can safely ignore a LBC template letter from this PPC. No claim follows because they have no in-house legal brain cells.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
