Earlham House Parent & Child Bay ‘fine’- ignore or not?

Absolutely no intention of paying! I was parked for 1 min 47 secs and left my sleeping baby in the car to go to the Post Office.

I have read the Newbie thread, and mistakenly posted about my situation as a reply on the wrong thread, but I feel I’m getting mixed messages.

Earlham House, NorwichNo hope of a successful complaint to those landowners who appear to be in on it. On 21st February 2017 Bellgold Ltd, the former freeholder, divested itself of the freehold reversion in the building (but not the surrounding land, including a small Co-op supermarket and car parking area).

Despite protests from local Councillors, the shops and customers nothing has been done to improve matters and according to all the newspaper reports about this cash cow site, Bellgold seem content to let NPE do what they want. Loads of articles are about the parent & child spaces predatory 'scam'.
You won't be paying.
Just ignore NPE.

TNC Collections (acting on behalf of NPE Ltd) have sent an ‘Important Notice of Intended Action’ saying they want £170 settlement within 7 days (its lapsed now, I’ve been away) otherwise they intend to advise NPE to instigate immediate legal proceedings against me (registered keeper is actually my partner).
Is this an LBC? Do I ignore this one? TIA!0 -

The latest mailing we have had (my partner has had) says ‘FINAL NOTICE BEFORE FORMAL LEGAL PROCEEDINGS’.
I am advised that this is their final time of writing, and apparently have 14 days to settle the amount (£170) before they advise their client to instigate immediate legal proceedings against me (my partner). There are 6 ‘facts’ they have bullet pointed they will use as evidence at my hearing ‘should this become necessary’.At the bottom of the letter, it says should they fail to hear from me they will assume I am choosing to contend the charge at local CC and their client (NPE Ltd) will proceed to issue their Letter Before Claim.
Ignore again?0
