I'm on ADP (Scotland) and not got mine. I've contacted both DWP and Social Security Scotland and they both say the other is responsible. Any one else in that situation?

I've seen a few people with this problem, and they are being passed back and forth between the DWP and SSS with neither taking responsibility for it.

As far as I am aware, the DWP are the ones responsible for the payment in Scotland (source) but this may be a case of having to get your MP involved to see if they can get a boot kick in the right place in order for them to actually do something about it by the looks of things I am afraid.
