    You can't complain to the BPA. They are only corporate members (not AOS) with the BPA.

    If you do try an IAS appeal do it with evidence and do it knowing you'll 95% likely lose - unless NPC don't contest it which is a more likely way to win.

    And do it knowing YOU WON'T PAY.

    If you do go for an IAS appeal, make sure you only use the free version. Do not try the "special" version that will cost you £15 because it is legally binding on the motorist, and which I believe will guarantee that you will lose.

    In my opinion you should still be complaining to the landowner or whoever employed the PPC because they are jointly and severally liable for the actions of their agents. Employing a sub-contractor then saying "don't bother us if you get a ticket" is an unfair contract term, and quite possibly unlawful.

    You should also have a look at Part 4, Section 37 of the Landlord and Tenant Act 1987 regarding a change to a lease that states, 

    (5) Any such application shall only be made if—

    (a) in a case where the application is in respect of less than nine leases, all, or all but one, of the parties concerned consent to it; or

    (b) in a case where the application is in respect of more than eight leases, it is not opposed for any reason by more than 10 per cent. of the total number of the parties concerned and at least 75 per cent. of that number consent to it.


    Then ask the landowner/MA when this ballot was carried out, what was the result, because without a result in favour, bringing in an unregulated PPC is a breach of the Act, and therefore unlawful, leaving the landowner/MA liable for a court claim against them for each and every PCN issued.
