Received Debt Recovery Letter but never received Parking Charge Notice

Apologies in advance, I did read the newbies but can't find advice on how to deal with this case.
A letter arrived from Debt Recovery Plus on 30/11/2023 claiming I owe £170 non-payment of a Parking Charge Notice from the creditor APCOA Parking for a charge on 3/10/2023. The offence was for use of Private Car Park without valid payment/permit.
But I didn't receive any prior letters, PCN ticket or Notice to Keeper from APCOA.
Furthermore but more importantly I didn't park at all in the car park. The car park is part of the train station at Bristol Parkway and i use it as part of my route to get home from work.
I've found a lot of stuff about how to appeal Parking Charge Notices, but only confusion on how to deal with debt chasers chasing PCNs THAT NEVER ARRIVED! I have tried to appeal on the APCOA website but they said that it was passed the deadline even though i received zero notices (otherwise i would have acted promptly).
What should i do? i have read about some SAR thing but don't quite understand what to do with that as the only email APCOA provide is a complaints one and the newbie threads often say don't use that in the form of a complaint email.
The debt collector letter is the first i am hearing about this issue
Should i just ignore it? What is my course of action now? Any help would be greatly appreciated

Odd that this has happened twice. Use the complaints email but also, ask the BPA to investigate this pattern. Same location, same issue, no Penalty Notice issued. What were APCOA playing at in November?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Please do the BPA Complaint online now, even if APCOA cancel this. The BPA must investigate how many this has happened to.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
