AS above just phone paypal, insist on your seller protection rights

    What is PayPal Seller Protection?

Am I protected when selling with PayPal? - Which?

"If the buyer is making a false claim, sellers using PayPal are protected by PayPal Seller Protection and shouldn't lose out - provided that they've satisfied eligibility requirements."

This is the IMPORTANT one and the one you need to forcibly point out to paypal
Dispute Resolution for Sellers | PayPal UK

If the card issuer decides in favor of the customer:

The customer will receive a full refund. If you provide sufficient evidence and qualify for PayPal Seller Protection we can cover your loss on eligible transactions.**

I’m apparently not covered due to him paying for a ‘service’ and not providing the address within the correct place.

so for his mistakes and his clear fraud/sca, I am being penalised! What the hel*!!!!
Oh that’s a real shame. For future reference always follow the PayPal instructions when using it as that way you get seller protection. You must have named goods and only send to the address that PayPal give you and within 7 days. Those rules have been in place now for about 15 years and if you stay within the rules you can claim seller protection.

I did one last year , buyer on facebook bought a widget from me, i sent an invoice stating goods, she paid and I posted and she later claimed fraud with some very garbled messages to me, not PayPal, about a family member stealing her passwords, but I didn’t lose a penny.
How did you wangle it? I’ve now filed a complaint with the ombudsman, stating that PayPal are clearly siding with a scammer/fraudster.

I had full seller protection as I've been using paypal for years and am well versed in staying safe. I had named goods and sent , with full proof of posting to the address supplied by paypal.

When the case was opened I uploaded my POP showing the address - it showed the postcode and house number , but also the proof of delivery which isn't strictly needed for a bank fraud chargeback. AS I don't think paypal always understand their own t and Cs I also phoned them and pointed out I had complied with all the seller protection requirements and had it confirmed I was covered. They said I had to wait 3 weeks to get it sorted, and after 3 weeks I phoned again, pointed out all my evidence I had uploaded and reminded  them I had full seller protection and had responded to the case within the required time frame. A few days later it was confirmed that my funds would be released and paypal would handle any refund to the buyer.

I take paypal on various groups I use (it is a requirement for all sellers and we must take G and S, no F and F requests are allowed) . When I receive money I check for this bit

    'Seller protection
    Eligible when you...
Send to the address on this page.
Save your tracking or delivery information."

I will not delay sending past 7 days, nor will I change an address.

Well yes it was a goods and service payment as I paid fees on the payment he sent.

things why I’m confused, it wasn’t a f&f payment, so surely I’m covered?

I was going by this comment you made

“I’m apparently not covered due to him paying for a ‘service’ and not providing the address within the correct place.”

did the payment page show named goods and what do you mean about the address? If you look at the PayPal payment page does it show that you had seller protection, like the bit I copied and pasted earlier?

it is not unknown for PayPal to make mistakes.

Report the fraud to the police and get a crime report number.

You also know their address …just saying :-)

Are you absolutely sure you don't have the IMEI number. Might be on the invoice from when the phone was purchased originally. Won't get your money back but an IMEI block is something.
