Like you my Mrs does not have any photo id other than a Blue Badge (not accepted) But ID check was done over phone. Much easier than going to JC.
Just have things like NI no to hand.

Thanks for the reply but my question was does the interview have to be by phone or can I request for it to be done in person at the JC? (this is not related to potential ID issues which I had mentioned earlier).

As far as I know a special team deals with these checks, so the person working on your review will need to talk to you.
They are very very unlikely to be working in your local JC, so a phone appointment is most appropriate.
