I think you need to supply that dashcam footage.

I think show them a video and make this your main point.  Even worth taking to the (otherwise considered useless) IAS.  I suspect the PPC will give up and offer 'no contest'.

ah ok i thought non compliance with POFA was the main point since the notice itself is non compliant in multiple ways and they also didn’t attach the required docs under POFA? and IAS has allowed appeals for this

re not being on site for the 10-15 minutes preceding the incident time - can’t they just say well the car was there half an hour before
  • Sent this appeal as recommended on Pepipoo (where I asked as well) and UKCPM cancelled in a day so great result

    thanks for the help!

Dear Sir, PCN XXX I confirm I am the hirer of this vehicle (XXX) and keeper for the purposes of POFA and you should direct all communication regarding this charge to myself as the keeper. I refer to the above and the parking charge which you state 'was issued to a vehicle which I have been named as hiring'. You then set out in detail why you believe that the driver is liable for the parking charge, invite me to pay(as hirer) or alternatively to name the driver and then conclude by stating that you have the 'right to recover the [unpaid] parking charge from the driver.' I thank you for your notice, but as the vehicle is driven by multiple people I am not able or required to assist you with the details of the driver. Therefore, as you are not claiming that the hirer has any liability to you (which, because of the notice's multiple deficiencies as regards non-compliance with the mandatory provisions of para. 14 to Schedule 4 of PoFA, you would be unable to enforce anyway) this matter as between us is now closed. Please issue a confirmation that you have canceled the charge as soon as possible. Regards

Well done pepipoo. I take back what I advised - naming the driver to hook it well away from the lease/hire firm - as the above was better.

    Nicely done!
