That offer is genuine but applies to existing "PAYG" customers. To get it you have to get the SIM activated and that means signing up to a "Rolling Plan" or "Big Bundle".
What was the problem with trying to set up the My O2 account?

I followed steps in the sim pack I received..
1. Inserted sim in phone and restarted.
2. Connected to WiFi to download App
3. Opt for Register option..Register will never work as it redirects to Sign in.
See App and Web pages when tried to register...

after these failures I did top-up for £10. I can see my balance is reduced every time I make a call & I need to pay £2.x /day to have data which means I am not assigned to any rolling plan..
Called customer service 3 times first call lasted for 1hr :25 minutes , no waiting at all but CSA says they don't sell Rolling plans at all. Talked all options only thing they tried was to make me sign-up for 12 months plan with same rate which I am not interested. Finally they asked me to go to O2 store
Travelled 20 miles today to visit an O2 store, only to be told by contact there they can't register me and system is down..! Also they said call center guys unnecessarily send customers to store when they have no solution.!
Saw this as well..

From a quick look it does seem that it is impossible to register for a new My O2 account (online or app).
And this has appeared on the O2 page where it extolls the virtues of it's Rolling PlansDoes seem that O2's systems are in a bit of a state, and it seems unfair that @sujsuj can't access their advertised services and rates because of their IT failures.Sorry, our Rolling Plans aren’t available right now. They’ll be back soon. In the meantime, why not take a look at our Big Bundle deals?
I'd be minded to make an official complaint (because I have been unable to access the advertised rates and am now out of pocket) and at the same time go and find another supplier.
