This isn’t the same car park. This is the council car park off Greyfriars Road. According to Google Streetview, three years ago the car park was council owned. If it still is, and they have employed a PPC, then it cannot be operated as if it was a private car park, and ANPR scameras should not be used.
I would start by asking the council if they still own it before deciding what to do.

If so the signs in 2020 were incapable of holding a motorist liable for a charge since they were unreadable, and breached the BPA's CoP.

Do you think there is any mileage in the fact that the car park is on Priory Street, and the PCN says Prioriry Road ( with the extra i)? Also when I put the postcode into Google Maps it comes up with Midland Road (although the buildings on Midland Road do back onto the car park).0 -
There is no mileage in a miss-spelled name.
As for the signs being unreadable, I zoomed in on the ones from google streetview and the terms and conditions were unreadable. If the signs haven't been changed then I believe it would be impossible to read them at a car length, and therefore incapable of bringing the Ts and Cs to the attention of the motorists, and therefore incapable of forming a contract.
Unreadable signs are also a breach of the BPA's code of practice. In my opinion that's two winning points at PoPLA before you throw in the other standard appeal points.

But there is mileage on a wrong street name (road as opposed to street) and unclear signs. Often the £100 is in small print. Is it?
Also is the sign in the name StarPark? Not the same company name is another strong point.
