    The common supply is treated as commercial, even if the residents own the management company.
    Very poor answer. Even if the communal electricity is paid by a company, what matters is the qualifying use to determine the VAT rate.

    If the qualifying use is domestic (e.g. communal electricity in a block of flat), then applicable VAT rate will be 5% instead of 20%.
