                       Not related to your decor problem but would you recommend one of those dispenser's for in a hallway or other area's.

    So a month later I had yet another paint mark appear. This time in kitchen rather than small hallway. I do have a tumble dryer so suspect his may be a cause. I have issues with the tumble dryer steaming windows up i do clean filter. Washing machine also seems to spin out. Not sure if any of that’s related to paint discoloring. Problem is these stains require special paint or going over lots and appear in random
    places. I was thinking some new UPVC windows might help the windows steaming up but maybe a new tumble dryer what would work best?

    The mark you show is circular.
    The effect is made by something damp touching the central point and as it dries it leaves traces of mnute debris at the outside edge.
    Is the paint over paper? Lining or wall paper?

    Now you have a spot in another room.
    Is it the same shape and level?

    Anything wet like an umbrella or rain coat with drops on. Shaking wet hair.

    And yes, once you start touching up paint, especially if it's a year or more old you do need to repaint all at some point. Paint darkens with time. If fresh is applied in a spot it's going to show differently.

    If the issue is down to condensation - and your windows steaming up when the TD is on would certainly be suggestive - then replacing the windows for DG types would certainly help the windows, but make matters worse for the rest of the room. The same amount of moisture will be present in the air, and will want to cond out on the next-coldest surfaces.
