Vehicle Control Services PCN for access road

I have recieved a PCN NTK from Vehicle control services for parking outside a derelict factory in Manchester. There is a main road with single yellow lines and these lines stop where the entrance to the former factory would have been. So my car was tucked into there, not obstructing or blocking anything. I had no ticket on the car and they have issued this PCN NTK 6 days after the infringement. It isn’t a car park or anything so I was wondering what the charge is for because there is nowhere to pay for parking as it’s just at the side of the road next to a chained up derelict factory entrance?

    You are almost creating the impression that the vehicle was parked on the public highway.

    Where exactly did this parking event happen?
    Can you give us a Google Street View link?
    What signs are there?

    Send VCS the blue text template appeal easily found in the opening post of the NEWBIES thread.

    On that image i was parked to the left hand side of that locked gate, practically in the bush just at the edge of the single yellow line

    Is that the location shown on the NTK, because that road appears to be a public highway because it has public highway type no parking signs between Mon-Fr, 8am - 6pm?

    It is however possible that the entrance to the factory is privately owned, and VCS are contracted to infest the site.

    From your angle where you pulled over by the bush, there are no parking related signs visible and it looks like an entrance immediately on the public highway:



    But from this angle there's a VCS sign:


    I'd be emailing those pics to the Local Authority highways dept and ask if a traffic order covers this exact spot and where does the private land start? Is it after those drain covers or the road side of them?

    Ask for a map and specific answer.

    It means it is not part of the public highway, so you should now appeal using the template from the NEWBIES.

  • Thank you.  They have said it becomes private land exactly at the end of the single yellow line you can see in the picture.  Its literally just that section.  I will post a photo now
