Bank lied to me - what would you do?

You have to step back and look at this from a common sense approach and ask yourself, have you been put at a significant financial disadvantage or have you suffered ill-health as a result of this 'intentional lie' made by the customer service agent at your bank. If you can answer yes to one or both of the above then I think it is fair to say you have good reason to pursue the official complaints route in the hopes of a greater satisfactory outcome (whatever you deem that to be).
If you cannot say yes to either of the above then my suggestion would be, accept the gesture of goodwill, understand that the employee in question has likely received some form of reprimand as a result and simply let things be. You have the ability to vote with your feet on this one and you could, should you see fit to do so, move your banking arrangements to an entirely new banking institute (may I suggest not one which is linked to your current banking provider for example don't move from HSBC to First Direct or Lloyds to Halifax).

Human beings employed by banks might do or make other mistakes, just like human beings in all other jobs, not that that makes it right of course....
Bank staff are just like any other employed person.
Not good being lied to & they did admit that you were, not sure what difference a letter would make, but you could ask for one.
Telling me they received paperwork on a date when they received it 3 weeks earlier

While you have proof it arrived on a given date (banks do not sign for mail RM do that at local sorting office), it will then be scanned onto internal systems. So can take a while to filter through onto the systems. Especially if mail room are busy & don't sort & send mail off to be scanned. Often done by 3rd party, not at the location it is received at...Life in the slow lane1 -
