    It should, but many don't. Traditionally, if an electrician needed to turn off the power to do some work, they would cut the wire seal and pull out the fuse.
    They aren't supposed to do that, but it's very rare for anyone to check that the seal is intact, and who would ever know which electrician did it?

    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.

    Thanks I will try push back in. Is it worth taking those hoovers out cupboard? Is that all that needs done to fix it? 
    If you want to put anything in the cupboard make sure it can't touch any part of the electrical installation. If you decide to put a cover over it don't drill any holes to hold it in place without being sure where the cables are in the wall.
