Looks like a fuse to me, difficult to tell from the picture. Try pushing it back in.

The main cut out should have a metal seal on it. Could somebody have been tampering with it in the past? If the seal is missing it might be best to report it to the DNO otherwise it could be construed as the OP having interfered with it, if it was discovered later.
Also, it is a potential fire risk, if it isn't fully connected, as it could overheat.1 -
Most importantly get your junk out of that cupboard before someone goes to retrieve a 'live' vacuum cleaner because it has broken a plastic cover when it was last thrown in!Living the dream in the Austrian Alps.0

The seal appears to be OK. Might be worth checking the wire han't been cut where it can't be seen. If the seal is intact then push the fuse back in. If it won't go back then call the DNO.1

Hi,top seal is fine, this is what the grey 100A looks like inside,
so, not far enough out to be a problem, just shove back in at bottom.0 -
Another vote for mains fuse.
Even the sticker looks like those on main incoming fuse these days.
Read it it might say 80A or 100A on it confirming main fuse.
Question for those in know ?
Should the main fuse cover have meter seal type wires on it to prevent it being accidently dislodged ?
I know some modern ones definitely have the loop points top and bottom - but not sure if they are or should be used.
Some web photos show with seal wires - others less clear.
Jast as a side issue
Probably not the wisest place to be storing kit if risks dislodging fuse cover and exposing fuse and the houses main incoming feed. But that would need the cover pulled quite a bit iirc there physically well shielded. As confirmed by @frugalmacdugal photo.
Edit second photo clearly shows top seal wire at least in place.
Difficult to tell from single angle - but there seems to stuff on the floor. And is that grey hose also part of the potentially at a guess silver hoover tube ? - looks to be lying on white box at lhs (actual meter?) and possibly close to earth wire - although darker grey tube could be protecting it and white box below.
We had a gas meter fitted at ground level - in an internal understairs cupboard - we ended up putting a wood frame but wire mesh sided cover around it to stop accidental contact. Gas service guys seemed unphased about location or cover or need for cover.0
