CST Law ‘possible legal action’ letter

My other half’s had a letter following the usual bluster from the debt collector about a parking charge from everyone’s favourite The Peel centre in Stockport.
it’s a bit of an oddly worded letter, it makes no reference to being an LBC but has ‘POSSIBLE LEGAL ACTION’ in bold caps and makes reference to them deciding on the next steps and then the last paragraph says ‘if you do not pay this amount or contact us with an alternative proposal in the next seven days, legal action may commence to recover the full balance without further notice to you.’
so my question here is - is that an LBC (despite making no explicit reference to it) and if not, can CST commence legal action with no further notice to my other half?
surely if it’s not an LBC, that needs to follow, they can’t just send out court papers on the back of this?
I’ll try and upload the full redacted letter later.
thanks in advance

Seen the CST letter numerous times. Have you read the CST Law Group thread?
https://forums.moneysavingexpert.com/discussion/6166004/cst-letters-forum-group-thread/p1
Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Also, it is always worth reading the NEWBIE sticky where you will find that proper letters before/of claim must give you 30 days to respond not 7.

A poorly worded bit on the letter reads ‘we are still able to accept payment by arrangement to fit with the financial circumstances,’
yes, I’m sure you are.helpful tips

Please can you show a photo of the letter? Cover your name & address and PCN ref.
I'd like a recent one (and this one is BAD!) as evidence for my evidence for this current enquiry:

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

CST LAW get more stupid as the days go on and just an extention of the CST LAW GROUP THREAD
Why would you pay Credit Style, a bog standard pointless debt collector who has already been investigated by the SRA ..... requires further investigation
The letter is menacing by threatening you with a CCJ ???
CST LAW are living IN the clouds again because to get a CCJ there has to be a court case, you lose, and do not pay ... Wakey wakey CST LAW
They class themselves as a law firm, surely the head honcho must understand that such letters are rubbish ??? SEEMS NOT
Threats to make you pay ....... WHICH YOU DON'T
CST LAW has added a fake amount of £60 which they fail to explain
(CEL v Chan)
A further complaint to the SRA IS IN ORDER and your MP should see sight of this threatening menacing letter and to forward it to the Dept of Levelling Up
No doubt Coupon-mad will be doing the same
DO NOT be intimidated by this rubbish..... JUST IGNORE, it's not a Letter of Claim as per the law
Do you, or can you get a picture of the signs
