Experts say if is cheaper to put the heating on when you need it, rather than on all day.And a damp wall is a cold wall that just sucks the heat out. If you can warm the wall sufficiently to dry it out, less heat will be lost.With a cold damp wall, it is a breeding ground for mould which can damage your health and possibly the very fabric of the building.
Any language construct that forces such insanity in this case should be abandoned without regrets. –
