Our fans are really quiet if you decide to go down that route - 12db at 3m.
They're a bit noisier when activated with the light (i.e. when the room is being used), but come on at a lower level if the humidity goes over a certain level - which is great as the bathrooms are windowless, and so have no ventilation via that route.

I live in a new build I stopped using the bathroom fan this time last year and just use the window without any problems. I leave the window open for 30 minutes after a shower. When using the shower I will crack open the window a little bit and after I will open it fully.1

Not good for the planet,not good for your personal finances and not the most comfortable way to deal with the perceived issue.
At the very least reduce the flow temprature if towel rail is getting really hot quickly.Tiny steps and all that.
At this time of the year there will be many garden creatures looking for a environment you are offering so I would not be surprised if you see a influx of them.0 -
My parents have a towel rail in their bathroom and it does get rather hot in there from what I can remember. Placing towels over it helped. I think they also had the small window open a bit during the day when the heating was on. Reducing the flow didn't help.0

I dont remember thinking about heating or ventilation at all - everything just seemed comfortable. It was a bit of a shock coming back at Christmas from Sweden (-20c) to UK (+2c). MUCH more uncomfortable here.0 -

If the room is getting too warm insulating the radiator and regulating temprature by opening the window is not the best way to deal with it.
Far better to adjust thermostat and flow temprature. This will be better for the planet, better for your parents finances and hoprfully more comfortable for them.0
