Bonkers UKPC penalty notice

Would really appreciate any guidance on the following,  not had a parking fine before. 

Wife goes to local shopping centre at 8.30am. There is a 4 hour parking limit. 
Stays 30 minutes then goes to work.

She had to return some shopping after work so went back at 17.00, again for 30 minutes. 

Penalty notice with pictures arrives saying she was there for 8h 27.


Obviously pictured on the way in, in the morning, and on the way out in the evening. 

Called the number to get the 'no disputes over the phone message' and an address to write to.

Is that it? Write and explain what I have written above. 

Bonkers to waste my time and worry about something so stupid.

    Yes it is very stupid, very annoying and you are now in their clutches.
    ANPR is banned for use in authority car parks as it is not fit for purpose, you have thus been caught in what is known as a double dip.
    You have not however received a "fine" it is a speculative invoice from a load of greedy nasty chancers.
    You should never phone a PPC they won't listen, and as they say a phone call isn't worth the paper it is printed on.
    If you write what happened also they will laugh ignore and continue they are unregulated and only want money.
    UKPC have been banned in the past on more than one occasion for falsifying evidence, and other GDPR violations.
    Don't even think of giving in and paying these Muppets read the newbies thread on here, do not admit who was driving and use the initial appeal that has been written for you.

    Contact the shopping centre (probably the managing agent overseeing it - name likely to be on the 'Welcome' totem at the entrance), tell them what's happened and the nonsensical nature of this 'double-dip' parking ticket and ask them to get it cancelled.

    It's known as a 'double dip' (a well known ANPR flaw) and even the Government used the term in their incoming Code of Practice - because I told them the phrase!

    Just email a complaint to Castlepoint assuming you are the registered keeper and get angry about UKPC getting your data.

    Make it angry but polite.  DEMAND they get UKPC to cancel it and delete your data.  Of course you can say your wife was driving; you just don't name the driver.

    No do not say that. They might decide to send your response to the parking company who will then know who was driving.
    Say something like "the driver did...".
  • ANPR  IS NOT a reliable especially in the hands of parking scammers.

    ANPR will provide logs for the operator.
    When you contact Castlepoint to get this fake by UKPC CANCELLED, ask for them for the ANPR logs. If UKPC cannot/will not provide them, this is a case for the DVLA to investigate

    UKPC were banned by the DVLA a few years ago for faking pictures

    Whilst this was not ANPR it was fraud ..... ans who knows what they are doing with ANPR.
