    You take him (or her) outside and apply a wet kipper to the back of the head. You then fit a heating control system that is password protected so that only you can set the temperature and times. It won't stop the lodger from using an electric heater in their room though.
    So you have a clause in your agreement that states excessive use above xxx KWh will be charged to the lodger. Download the Bright app, and you can monitor usage and see if/when it peaks.

    You might want to look at reducing that. there are lots of us on the board who use 150 watts or less of baseload. some folk get down below 100 watts.

    Large freezer in kitchen (4 years old)
    Large Fridge Freezer in utility room (12 years old)
    Wifi Router
    3 Echo Shows
    2 Normal Echos
    Google Home hub (looks like an Echo show)
    Cold Water Aquarium air pump and filter
    Four LCD televisions on standby

    Thankfully managed to switch to Octopus tracker a few months ago!

    You are using almost 3x as much electricity as the average household, and almost 7x as much as we do (admittedly we have solar, which takes the edge off).

    Combi gas boiler, no immersion in case you were wondering.

    Electricity consumption can be 1KWh in the evening with energy saving bulbs, 4 tellies and 2 PS5 consoles running at full pelt.

    Mine is 50Wh if I can't be bothered to turn things off standby, 30Wh if I do (just the fridge/freezer and router), as high as 90Wh if both laptops and both phones are on charge/plugged in at the same time.

    It is difficult to enter  into his  room to check if hes running a 2000 watt electric fire on all night but what you can do is watch your electric meter like a hawk .Soon as 2000 watts gets switched on your electric meter will show it instantly .The meter should start to flash quickly on the little red light , older meters have a rotaing barrel which spins faster .If you have a Smart meter the IHD will tell the usage has increased.

    My friend opened her large three story  house up and it was converted to 11 flats and she got me round to show her why her electric bill was skyhigh . Her electric meter was whizzing round at a tremedous rate so we politley knocked on 3 of the flats who were in and they all had electric meters switched on. They were not allowed to bring extra heating in as a fire risk but that did nt stop them ignoring the Terms and conditions . She heated the rooms with gas central heating but they wanted the rooms roasting hot .
     The lodger may be more trouble than its worth once an extra £50 a week go s in increased electric bills

    Should be 'My overnight is around 70W' (unless you meant 'about 10W for 7 hours' which seems impossibly low).
