You don't need an EPC to be entitled the WHD. It depends on the size and age of the property you live in that qualifies you. If you live in a flat there will be less chance of being entitled. Yes did all that, the woman on the phone did it too. She said I qualify based on income but cannot get it without an EPC. I'm mid terrace & neighbours on both sides who are also council properties have EPCs with very different ratings.

Well when I called the scheme twice they have told me the same thing, that it is dependent on the energy rating & I can't move forward without an EPC. I'm in a terraced house built late 60s. I have draughts throughout the house & I use the heating more because I feel the cold more due to my health. The changes they made to the scheme make no sense to me, but I give up.poppy12345 said:

Do you know how big any identical houses are? We could look up that combination of characteristics in the spreadsheet to see if you should have qualified or not - because if not, then at least you'd know there was nothing to pursue.

It says it cannot give a definitive answer as to whether I am eligible or not because the property does not have an EPC but also that an EPC does not guarantee I would be eligible.I called twice & both times was told that without an EPC there is nothing they can do. I don't have the bandwith to deal with it.If they want to go by high energy costs why not just look at the actual usage. I do not understand why they changed it, it just seems unfair. Last year I was too ill to deal with it, I wish I hadn't wasted time trying this time around.0 -
If you tell us the size I'd be happy to look it up on their spreadsheet (at https://www.gov.uk/government/publications/warm-home-discount-eligibility-statement-england-and-wales-2023-to-2024-scheme-year-onward but for the size on given on an EPC, increase by 14%) so at least you would know either way.MissLFC said:Spoonie_Turtle said:

And if you should be entitled to it then it would be worth complaining to your MP, if you're able to, because MPs need to know the scheme is failing people. No complaints = they think it's fine = no chance of the problems being sorted for future years.
The reason they don't go by actual energy usage is people may choose to use more energy without needing it, and those who do need more may not use all that they need because they can't afford it. It's completely impossible to determine from bills whether usage correlates to necessity.1 -
