Apparently because of the small size of my flat and the fact I have an E energy rating I'm not eligible. Ive never been eligible though so nothing new there. It's bizarre I have no double glazing or insulation and my flat is so cold my hamster died but apparently i don't qualify.
Because the actual energy rating is irrelevant, it is not taken into account. Only the age, type, and size of a property is.

So flats, unless they are huge and/or very old, don't tend to qualify because it's assumed they lose the least heat due to being surrounded by other flats on adjoining walls and above/below.  Even if it's an oddly-shaped block, or the top floor, or essentially a semi-detached house separated into self-contained flats - because the calculation is based on theory, it doesn't take into account anybody's actual reality.
  • As above, it's all based on a standard assumption so doesn't matter if there's  central heating, double glazed, loft insulation..
    Let's Be Careful Out There

The system stinks, I live at the back of a semi detached house and most of the external walls are not connected to any other property have no insulation and the house is over 100 years old with crappy single glazing. My neighbour who has the same layout and size and even age of flat we even both live on the ground floor has got the discount. Makes no bloomin sense to me. Infact most of my neighbours who are on benefits got the discount I am the only one that hasn't.

Is your neighbour a pensioner by any chance?

If not, what size is your flat?  I'll have a look at the costs calculation database just to see if you might just have been overlooked - if it's possible, then could be worth chasing.
(Anyone can do it themselves too, the spreadsheet is publicly available, but the floor area for a flat has to be reduced by 23% from what the EPC says to map it to the VOA data.)

Also just to check who was your supplier on 13th August?  There aren't many small suppliers left now so the majority of people are with ones that participate in the WHD scheme, but a very few don't.

Good news for my Warm Home Discount. I got an email from EDF this morning to inform me I qualify for a WHD. It looks like my phone call to the WHD helpline the other day has worked. Either that or it was a coincidence.
  • It turns out I am eligible, I contacted the WHD Scheme and it seems a mistake had been made with the size of my flat and I am now infact eligible. I thought it was odd why my neighbours (who are not elderly) were getting the discount for the same size and layout. Yay.

I've qualified for the WHD every year, until last year, when I didn't receive it. I used the eligibility checker this year and I now qualify again. The only thing that's changed is that my house is a year older  :D

Same here. They lowered the threshold this year so more people are entitled to it. I received mine a while ago.
  • The problems with the system they used  last year not receiving eligibility data from HMRC regarding tax credit claimants seems to be happening again. Long painful process last year involving MP writing letters before receiving a payment. Eligibility checker states yes but they have no record of eligible benefit claim. Was hoping all the problems would have even sorted during the summer months.....

I used to get the WHD prior to the changes last year, now I cannot because although I am on UC LCWRA & have health conditions made worse by cold & feel the cold more, I do not have an EPC for my property. I'm in a council house & the council say they do not provide new ones once they expire. WHD say I can't progress without one.
