2m is the height allowed under permitted development, in cases where the lower 1m limit doesn't apply.

Because your permitted development rights have been removed those figures don't apply.

You would need planning consent to increase the fence height from the original height - so if that was 1.8m then you can replace like-for-like at 1.8m without planning consent, but otherwise you would need to make an application.

I would try to get that in writing from the council though.
