Not had this issue personally before but could you not have the fence reduced 2 inches? Rather than having to replace it completely

Easier to replace a whole fence, than slice 2" off it!

If it's installed above gravel boards then it would be fairly easy to reduce the height of the gravel board by cutting it down (if wood) or digging it in a couple of inches (if concrete)  The fence panels could then sit that much lower.

If the installer didn't use gravel boards then maybe your idea would be best all round.

Maybe the people in the house behind the fence are finding much more of their garden in shadow than before.  That in itself would not be grounds for having the fence reduced in height.

It’s on concrete gravel boards with concrete posts. If the height is measured from the top of the wooden fence panel to the ground then we can make some adjustments to the gravel boards to drop it lower. The posts would still be higher though. If the measurement includes the concrete post height then that’s harder as cane just pull them out to replace. Installer said they could trim them down a couple inches.

Neighbour is just being a nuisance for no good reason. The fence is not even shared - they have their own fence behind mine. They are just being petty because they probably don’t like my fence being higher than theirs when looking from their side. Best they can achieve is my fence goes down 2 inches but will still be higher than theirs.

Umm, what is wrong with asking the neighbours? Maybe, you can find a compromise. Plus, if you see it from their side, you might understand what they’re complaining about.

I am surprised that an experienced fencer would install a fence that was too high in the first place?
No reliance should be placed on the above! Absolutely none, do you hear?
  • It’s not the neighbours fence. They have a completely separate fence parallel to mine. Plus now it is with the council there is no option to discuss with the neighbour.

If needed, then, the concrete gravel boards could be 2" buriable with no adverse consequence. I'm pretty sure that the post height won't be an issue - they are often taller than the panels for aesthetic reasons, and wooden posts will again often have caps on top - adding another inch.
I'd try and 'argue' against any cutting of the concrete posts, as this could possibly expose the reinforcing bars inside, which will promote their corrosion. And to remove them for resetting in what I presume will be concrete footings would be an equally nutty request.

If you see this from your neighbour's point of view (literally!), you might think of an easy solution.

Thats a fair point. If it is a council house, would they not be the ones liable to replace it?
