was over three hours in retail park, I have receipts from shopping, do I have to still pay?

    Surely the name/contact is either on the retail park's website or on the Welcome entrance 'plinth' on-site, listing the retail units as you drive in?

    Their NTK has been found non-compliant by POPLA so no saying "proof I was there."

    Ok I'll appeal with receipts...
    But that's NOT what we said to do first. In my reply, I advised you exactly how retail park PCNs are 'a cinch to get cancelled' (and that isn't by appealing).
    are you saying don't admit you were driving but admit to receipts and being in park?

    We have clearly said why not to imply who parked the car. That's easy to avoid saying.

    I think there is only one way to find the answer to that question.
  • Appeal worked.  The receipts got me out of it.  They said it was a gesture of goodwill as I was shopping for so long but would make me pay next time.
