EDF storage heaters night rate not activating.

I had an issue where my IHD was not conforming to the right times so I was using an extra hour into day rate rather than night rate. After lot's of EDF emails and slow progress of "them looking into it" it took 1 month before I finally asked for a complaint call and they said its their end and here's £50 credit for the delay. Fine but they still agreed to send me a new IHD but they won't now after I chased it up. They say it won't change the issue, they have no ETA on when they will fix their end issue.
I said this sort of reactiveness will cause more problems.
NEW Problem: I turned on my night rate for storage heaters and they aren't activating. I try my "all day any time button" and it starts heating up. I tested this for 4 days and reset the fuses in the fuse box. I have 2 storage heaters that are not conforming like the previous years.
They don't want to check anything. I have a communal cupboard that I share with 1 other flat and nothing has been touched in there as far as I know but there is EDF stickers on stuff that no one else is permitted to touch. Only EDF.
I don't believe my end would suddenly stop working. As far as I remember they send a signal to activate night rate.
Overall they are telling me to call out a private electrician. I don't know why they can't send out their people to check first, seeing as I've had problems recently. Their customer care is in the gutter too.

Your in home display has nothing to do with your billing - so if you were being charged an extra hour at the wrong rate then EDF are correct, a new display wouldn't change anything.
As for your meters - any chance you can post a picture so we can see the set up (if it's 5 wire or not)?I'm not an early bird or a night owl; I’m some form of permanently exhausted pigeon.1 -

Just for info my timers change when the clocks went back so I was on 10:30-12:30am and 2:30-730am and now I am on 9:30-11:30 and 1:30-6:30am and just to confuse matters Eon say I should be on 00:30-7:30am so I would do your own checks once you get the storage heaters sorted.2

My winter night time rates are 10:30-00:30 and something like 3:30-7:30
They advised this was my rate before the clocks went back. Very shoddy customer service as is was 11:30-01:30 for summer. Their manager confirmed that on the phone

Are your switched off peak units working at all automatically ?Have you checked the off peak register on that meter to see if it is advancing ?You have a relay triggered from the meter so the possibilities are either your meter is no longer on a 2 rate tariff for some reason or the trigger / relay has failed.3

Economy 7 uses GMT all year round. So, when the UK moves to BST during Summer, the start/end times remain at GMT. So, you get this hour difference when you are working on BST.

As per molerat's comments, do you have any other equipment connected to the off peak fuse box, like say a water heater? If so are they working?
Can you post a picture of the Economy 7 fusebox?
Also, as per molerat's suggestion, does the off peak reading on the meter increase during the off peak hours?
Finally, it would be worth watching the meter for 10 minutes or so either side of 10:30pm to see if the display changes and/or the large white relay unit (bottom right in your photo) makes a clicking noise.
The relay should be energised at the start of the off peak period and de-energised at the end of it. I imagine it will make a click noise as it is energised.2 -
Your meter should have a boost function to activate the off-peak circuit during the day by pressing the grey B button twice. First press should make it say “Boost?” with a yes/no option.If the off-peak circuit activates with this then you’ll know that the equipment is functioning and it’ll most likely be a configuration issue on EDFs end.Moo…1
