Online catalogue company charging for return order and items missing?

Looking for advice on what to do with an online catalogue company who are charging me for a returned order and another order for items that have been cancelled by the catalogue company.
I have been contacting this company for around two weeks to try to resolve the problem and I am getting nowhere, they state that due to a new ordering system errors have been made on my orders. However, they will not amend these errors and it appears that I have to pay off the full balance on my account not to occur any monthly fees.
Are online companies allowed to do this without breaking some type of sales regulation?

When you mention paying off full balance are you using credit? If so they are regulated and have a complaints procedure:

Under financial services is a link detailing complaints, if they don’t resolve within the required timeframe you can escalate to the ombudsman.
