PCN for Heathrow T3 when using Virgin Upper Class wing?

Updating this thread in case it's helpful to anyone caught in the same situation I was.
I appealed to POPLA, stating no contravention occurred as my dad merely drove through the drop off zone according to the flow of traffic from the Virgin Wing and therefore got no utility from it. I added that passing through the zone fell well within the 5 minutes stated in point 13.1 of the BPA Code regarding consideration and grace periods.
11 days after submitting the appeal I received an email from POPLA, saying that APCOA had withdrawn the PCN. I logged into the site to see the reason given... "goodwill gesture"...
Disappointed and frustrating that APCOA didn't just waive the PCN after my initial appeal as it's wasted everyone's time, but happy to put this to bed now.
I'll know this dance for future trips to Heathrow!6
