By way of introduction I head up the property management department here in the Birmingham office of Fisher German and have been forwarded a copy of your email correspondence with my college Marcus Bruce.
I am sorry to hear about your circumstances and that you have had a parking ticket whilst at Keyway Retail Park and that the parking company are not willing to honour your appeal.
We have a contract with that company to manage the car park for us and as such have given them to control over this. Unfortunately if they have decided that the appeal is rejected then we stand by that – they are our advisors in this area. I am sure they are aware of the laws around disability so if you think you have a case for legal action it should be taken against them not us.
Unfortunately there is nothing we can do in this circumstance.

I don't think they can just drop it like a hot potato! They are responsible for the actions of their agents and sub-contractors. Search the forum for similar phrases; this is not a new issue and will have been covered before.2

You should respond to the intellectually malnourished individual that wrote that response with something along the following lines:
Dear [Recipient's name if you know it],
Your recent response to my concerns about your company's liability for a serious breach of the Equality Act 2010 by your agent [PPC name] is deeply concerning. I must express my utter dismay at the lack of understanding and responsibility demonstrated in your communication.
It is vitally important to clarify, in the most unequivocal terms, that your company is not only legally but also morally bound to acknowledge its obligations under the Equality Act 2010. The actions of your agent, which resulted in a breach of this legislation, fall squarely within your purview. Your attempt to evade these responsibilities is not only incompetent but also reflects a shocking disregard for the gravity of the situation.
I strongly recommend that you, as an individual, seemingly unfamiliar with the law and your own liability, pass this letter higher up your management hierarchy or, better yet, deliver it directly to your legal advisors. They should, without question, educate you on the legal obligations your company has under the Equality Act 2010 directly or through the actions of your agents.
Should you persist in your refusal to acknowledge your responsibilities, rest assured that I am fully prepared to pursue legal action, including initiating a County Court claim for damages. I will do whatever is necessary to ensure that your company is held accountable for the actions of its agents.
You should reconsider your stance, educate yourself on your legal obligations and take immediate steps to ensure you, your company and its agents are operating in accordance with the law. I remind you that a breach of the Equality Act 2010 is a criminal offence.
