I've now inserted the details of CEL v Chan case into the defence.
Here's the particulars of claim with some bits redacted:
The facts paragraph that will be used:The Defendant was not parked inappropriately at the time the ticket was issued. This is due to the fact an occupant of the vehicle has a disabled blue badge that was clearly displayed on the vehicle’s dash at the time of the alleged contravention. Details of the blue badge are:• Name of blue badge owner: [Redacted]• Badge no: [Redacted]• Expiry: [Redacted]• Issued by: [Redacted]Blue badge holders are allowed to park on double yellow lines to assist with their disability. Email was sent to CCBCAQ@Justice.gov.uk as per instructions but there was no received acknowledgement. I thought it would be an auto responder but nothing. I've check spam folder as well. What do I do now?0

I'm pretty sure emails are case insensitive but I'll try sending with lower case. It was already sent from a gmail account but if that doesn't work then will try sending it from another email provider.
If none of that works, what's the fall back plan? I've only got until 4pm this week to get it submitted and acknowledged.
Grateful if someone can let me know the advice should email not work for whatever reason (so I have a fallback plan in the worst case scenario that the email does not work).0 -
Okay, I've just re-sent the email using lower case email (no other changes) and I got an immediate auto-responder acknowledgement. So not sure if it was the 2nd attemnpt or the lower case email but it's all sorted for now. Thank you.1

Please also state that private parking firms and their bulk litigators are the problem as far as small claims are concerned.
Parking claim numbers are rising every year and will make up about a third of all small claims in 2023, based on the 2022 figures that the MoJ divulged in the DLUHC's recent Parking Code of Practice Call for Evidence:

About half a million parking claims are made every year and it MUST STOP.
These generic roboclaims churn through the system, clogging up court time over meritless rip-off PCNs where the POC are boilerplate and lack even the most basic details of the alleged breach (please show your own Claim Form as evidence) and attach CEL v Chan and say parking claim bulk litigators should be banned from the county court system as vexatious litigants.
They are inviting evidence not rants or opinion so we need people like you to respond, who are currently caught up in a PPC claim and can attach the above evidence.
Closes in 4 weeks. Please do it to push for parking cases to be taken out of this system.
You want to change things? This Committee is your voice. The Government is already regulating the private parking industry, so they are listening and are aware of the scourge of unfair PCNs from rogues and bulk litigators.

I've now had a letter from the courts to say that the claim is being defended. It says the claim is suitable for small claims and that the form N180 must be filled in. This seems to ask if it is agreed that it is suitable for a small claim and if the court mediation service shoud be used? Doing a search on the forums indicates that mediation service for parking fines are a waste of time.
Am I right in saying that the form should be filled in as:- Agreeing that small claims court is suitable
- Rejecting mediation service
